How are stats, gears, and abilities going to work in PvP?

Will over leveled players be able to completely stomp under leveled players?

Or is there some sort of scalling system that balances this out like in Guild Wars 2?

For example; in GW2 in certain areas, all players are scaled down to a certain level ( level 80 character s in a level 10 zone are scaled down to level 10 ) but the gear advantage and trait advantage stays the same. Its just balances it out to a certain extent so that higher levels have a bit more stats, abilities, and traits and not an overwhelming advantage.
